I have the honour to acknowledge receipt

of your Confidential Despatch of July 11th., enclosing copies

of correspondence with Commander B. R. H. Taylor on the subject

of the claim made against him in connection with defalcations

in his Department.

The greater part of Commander Taylor's

letters refer to questions of detail and I have directed the

Assistant Colonial Secretary to state the facts in regard to

those matters as they appear in the official records of the

Secretariat, which guided myself and the Executive Council in

the decision at which we arrived. I attach Mr. Clementi's

exhaustive Memorandum which deals fully with the circumstances

connected with the matter, and with Commander Taylor's state-

-ments regarding his Department, and I have nothing to add to
